The conflict, which has already affected Liberia’s neighbors Sierra Leone, Guinea and Cote d’Ivoire, has left tens of thousands of Liberians uprooted and in dire need of aid, according to Washington-based U. Committee for Refugees (USCR). According to USCR and Refugee International (RI), at least 50,000 Liberian refugees are currently living along a 500-km corridor near the C”te d’Ivoire-Liberia border. They lack both protection and basic humanitarian requirements.

Chief Justice Testifies Before Truth Commission. (09-AUG-03) Asia Africa Intelligence Wire. 6 of 1991 establishes the Judiciary of Sierra Leone as an independent third organ of Government… The Judiciary consists of the entire body of courts and the machinery that governs them. As Chief Justice I am the Head of the Judiciary and, acting on the advice of the Judicial and Legal Service Commission, I am responsible for the effective and efficient administration of the Judiciary. The Judicature consists of the Supreme Court of Sierra Leone, the Court of Appeal and the High Court, which are the superior courts of record, and the courts of first instance comprise the Magistrates’ Courts and the Local Courts. The Superior Court of Judicature has the power to commit for contempt if circumstances warrant such a procedure. By section121 of the Constitution, the Supreme Court should comprise of the Chief Justice and not less than four other Supreme Court Justices. It is the final court of appeal for criminal and civil cases. It has jurisdictions both appellate and original as in addition to hearing appeals; it can hear applications to interpret the Constitution of Sierra.

In a global economy, economics are a factor in all foreign policy initiatives. Oil defines our presence in Iraq. In Liberia, as in Rwanda, Sierra Leone, the Ivory Coast, Timor and, I would argue, in Bosnia and Kosovo, human rights trumped economic arguments. Warlordism and tribal warfare (whether it be religious, racial, or ethnic) are barriers to civic justice and social progress. The international community must find the resolve, and the means, to stop human carnage. As the most powerful nation in the world, our forces will often be called upon to do the heavy-lifting. As long as the humanitarian purpose is well defined and we have the strong support of the international community, I would be inclined, as in Liberia, to support a peacekeeping effort.

Pradeepa Dahanayake of SriLankan Airlines described her organisation’s HRM and HRD as a "continuous flow" of internal staff development and external training; recruitment agents; management trainee programmes and career development. She emphasised that it was important for HR professionals to understand what is going on in the marketplace and industry, on a local and global scale.
