He
was appointed Professor of Economics of the newly established University
of Colombo in 1968, and became founder Dean of the Faculty of Social
Sciences in the same year. In the latter capacity he was instrumental in establishing the
Demographic Research and Training Unit in 1974 with help from the UNFPA,
and was its Director until he left the University of Colombo in 1978. He
was thereafter Professor and Head of the Department of Economics in the
University of Sierra Leone for a period of nearly four years. On his return from Sierra Leone in 1982, he started another chapter in
his eventful career as Director of Planning and Research in the University
Grants Commission, which position he held until 1994. In this position, he
is credited for having taken a number of new initiatives among which were
the publication of the annual Handbook of Statistics on Higher Education
and the five year corporate plans for university education. Administrators
The comprehensive data-base on university education that he established
was a great boon not only to policy makers and administrators, but also to
researchers and educators. His long years of experience working in and with universities as well
as his insights and the depth of his understanding of university education
has virtually made him a storehouse of knowledge on the subject which
would be invaluable in any serious attempt to develop sound policies in
higher education.

Today, it is also inextricably intertwined with conflict resolution and peace-keeping in Africa. Former colonial masters have made a triumphant comeback in West Africa in particular. The British have emerged as the guarantors of peace in Sierra Leone, a former British colony, following a bloody civil war. There, British troops stamped out an uprising by the armed opposition Revolutionary United Front (RUF) and helped reinstate the government of Sierra Leonean President Ahmed Tijan Kabbah. Today, the French are assuming a similar role in neighbouring Ivory Coast, a former French colony. But, can the French follow the British lead?
Fighting broke out on 6 January between French troops and forces of the two main armed Ivorian opposition groups based in the southwestern part of the country — the Ivorian Popular Movement of the Great West (MPIGO) and Justice and Peace Movement (MJP). A French army spokesman said that at least nine French troops were wounded in the fighting, which lasted for three hours.

Senegal had the lion’s share after its World Cup performance. Diouf’s teammate at Liverpool, Salif Diao, and another French-based Senegalese, Khalilou Fadiga, were in the running, as was attacker Henri Camara. Two Nigerians were nominated: goal scorer Julius Aghahowa and rising star John Utaka. Other contenders included the new wonder boy from Zimbabwe, Benjamin Mwaruwari, and Sierra Leone’s Paul Kpaka.

It said the levies had been instituted to encourage the export of value added timber and wood products. Senegal was the leading importer of timber and wood products from Ghana in the ECOWAS sub-region. Other ECOWAS countries that import timber and wood products from the country, include Togo, Niger, Gambia, Burkina Faso, Sierra Leone, Mali, Nigeria and Liberia. The report said Ceiba is the predominant species exported in various products followed by Wawa.
