Orapa is the world’s second biggest diamond mine and produces top grade stones. Kalahari, which will own 60% of the joint venture, also has an exclusive deal to sell all its diamonds to BHP. In Sierra Leone, meanwhile, trial mining will begin at a small licence in Koidu next month. It is also carrying out advanced tests at a bigger mine in the area to establish if its exploration licence is commercially viable. Diamonds have been located, it’s just a matter of deciding if they are worth prospecting. If the answer is yes the stock could prove to be a gem.

The American people can be proud of our contributions to international justice over the past decade, particularly U. support for the international criminal tribunals for the Balkans and Rwanda and the “hybrid” courts (with international and domestic judges, prosecutors and defense counsel) in Kosovo, East Timor, Sierra Leone and soon in Cambodia. That support has been more problematic under the Bush administration, which greatly fears exposure of high government or military officials to judicial accountability and wants to close down international tribunals as quickly as possible. The war on terror has heightened those concerns as we deploy high-tech military firepower and thousands of soldiers in controversial operations overseas. The White House has reversed America’s once cautious support for the permanent International Criminal Court into a policy of destructive disengagement grounded in fear. The Bush team nullified Clinton’s authorized signature to the treaty setting up the court.
