The Pretoria-based firm closed up shop in 1999 after the post-apartheid government outlawed mercenary work in South Africa. In Sierra Leone, Mann joined another ex-SAS officer Lieutenant-Colonel Tim Spicer, the founder of London-based Sandline International, to put together a small group of 150 to 200 mercenaries to help Ahmad Tejan Kabbah return to power in 1995. After Executive Outcomes Panama headed to court in January 2001 to obtain payment, a settlement called for Sierra Leone to pay $23 million in installments over two years. When no payments were received in the following nine months, the company that hired Grunberg notified Sierra Leone government officials that it planned to terminate the settlement. Several hearings were postponed, and Sierra Leone officials eventually produced documents from Executive Outcomes in Mount Clemens that Dipofi was the “true owner” of the debt, court records show.
