Situated on Jomo Kenyatta Avenue in the middle of Freetown is a lavish and sprawling purpose-built courthouse surrounded by a 12-foot-high concrete wall with razor wire. Patrolled by UN troops, it is the Special Court for Sierra Leone, set up to end impunity, promote reconciliation and bring to public account perpetrators of the brutality and serious crimes committed during the devastating 1991-2002 civil war in the West African country. The court is a judicial experiment. It uses local and international judges as well as the local and international law to try ?persons who bear the greatest responsibility? for the violence. It is this judicial model that the Waki commission borrows from for its No. 1 recommendation ? setting up a special tribunal to ?seek accountability against persons bearing the greatest responsibility for crimes, particularly crimes against humanity, relating to the 2007 General Elections in Kenya.

Barack OBama supporters in Sierra Leone express dismay at …
Cocorioko, Sierra Leone
We believe that Senator Mccain is aware of the fact that this time the Presidency of the World’s greatest nation belongs to Barack Obama. For us Sierra Leoneans, the choice of Obama by the Democratic Party should guide us in changing our attitudes and behaviours that have degenerated the negative ethnic perspectives which provided the premises for some of our fellow Sierra Leoneans to undermine the political stability, developmental prospects and good quality leadership in our beloved country. Neither ethnicity, nor regionalism nor nepotism will help Sierra Leone to develop, but a sense of nationalism and ability to choose the right leaders this country needs. The association totally condemns and despises the planned assassination of Obama and the other African Americans as unholy and irresponsible 7A Black Hall Road, Kissy, Freetown.

There are 11 remaining indicators and we will similarly, like we did for the Ruling Justly policy category in part 2, analyze them and their relationship to Sierra Leone’s scorecard from the 50,000 foot level. Investing In People: GA_googleFillSlot(”AllAfrica_Story_Inset”); There are 5 indicators (4 for SL, as in 2008 the Girl’s Primary Education Completion indicator was not applicable) in this policy category that measure investments in people, particularly women and children, by assessing programs that promote broad-based primary education, strengthen and build capacity to provide quality public health, and reduce child mortality. Immunization Rate: This indicator measures a government’s commitment to providing essential public health services and reducing child mortality. Two rates are measured: the DPT3 and measles immunization rates. Sierra Leone is scoring 65. 5 on a scale from 0.
