Legal Aid refers to the free or inexpensive services provided to respond to the legal needs of people who cannot afford to pay a lawyer. JSDP commissioned a report on the feasibility of a Legal Aid system in Sierra Leone in 2006. The broad recommendation of that report was that an independent and separate entity be established which would be responsible for the provision and administration of Legal Aid in Sierra Leone. Further to Initial consultations held with key stakeholders, this round-table discussion was held to achieve a consensus on a Legal Aid Scheme with regards to the model of delivery and structure that would be sustainable in Sierra Leone. Participants included representatives from the Human Rights Commission, the World Bank, the Ombudsman’s Office, the Bar Association, the Police, the Prisons Service, the Special Court for Sierra Leone, the Sierra Leone Law School, the Justice Sector Coordination Office, Access to Justice Law Centre, Makeni, Parliament, Timap for Justice, Campaign for Good Governance, Prison Watch Sierra Leone and Amnesty International. The shift in policy is justified on three grounds. The first is that the practices of pre-empting bank resources and directing them to chosen sectors at controlled interest rates leads to financial repression that is not conducive to growth and development. The second is that the banking sector that had evolved under a policy which considered it an instrument to achieve varied development goals is now populated by non-competitive agents (burdened with non-performing assets) that survive because of state support and is incapable of efficiently mobilizing savings and channeling it to the best possible uses. And third, that, while changes in technology and the inevitable process of globalization are transforming the nature of banking, banks that grew under the old policy regime are unable to restructure themselves to face up to the new situation.

According to Japanese Ambassador to Sierra Leone, Keiichi Katakami, the grant is for the upgrading of the Kingtom Power Station, including the installation of 10 MW diesel engine generators. Ambassador Katakami said the aid was in response to a request from the Government of Sierra Leone to the Government of Japan in 2005. “In 2006, Japan International Cooperation Agency (JICA) dispatched a Basic Design Study Team to assess the situation. The findings of the study suggested project components, including the construction of a power house where diesel engine generators are to be installed; and the rehabilitation of the power distribution systems in order to maximize the effects of the project.
